The Philippines Road evaluation conducted a Manual Traffic Count (MTC) Survey using manual classified traffic count methodology in four locations over three days, on the MCC-funded Samar Road (Barangay Buray, Samar to Guiuan, Eastern Samar). Enumerators counted all motorized vehicles for a 24-hour period on each survey day during data collection.
